CONTRACTOR IN CHARGE OF THE MOST SUBSTANTIAL BIDDING PACKAGES FOR THE NORTH-SOUTH EXPRESSWAY

Vinaconex is implementing the three largest-scale packages in three component projects under the North-South Expressway.

Executing three most substantial packages in the North-South Expressway’s three component projects.

So far, the Ministry of Transport has implemented six out of eleven component projects of the Eastern North-South Expressway in the 2017-2020 term with 100% of the State budget. 
In addition to the three projects that were executed earlier at the end of 2019 (including Cam Lo - Mai Son section, Cao Bo - Mai Son section), and at the beginning of 2020 (My Thuan 2 bridge), three remaining projects, including the initial bidding packages for other three projects including Mai Son - National Highway 45 section, Vinh Hao - Phan Thiet section, and Phan Thiet - Dau Giay section were concurrently launched at the end of September 2020. All these packages’ works have been under implementation on construction sites.
Especially, Vinaconex is the contractor in charge of three largest-scale bidding packages in three component projects of Mai Son - National Highway 45, Vinh Hao - Phan Thiet, and Phan Thiet - Dau Giay, among six North-South Expressway component projects.
With over VND 8,000 billion in construction value so far, Vinaconex is also the contractor in charge of the greatest construction value on the entire North-South expressway.
Vinaconex has led the joint venture Vinaconex - Trung Chinh to build the package 03-XL (Km 47+672 - Km 83+000) valued VND 2,299 billion at the Phan Thiet - Dau Giay Expressay project, which is the largest of the project’s four bidding packages. It has been executed by the joint ventutre constractor since September 30, 2020.
Not so far from the Phan Thiet - Dau Giay expressway, the construction works of the package XL-04 at Km 185+400 - Km 235+000 section, Ma Lam intersection, Phan Thiet intersection on Vinh Hao - Phan Thiet component project under the North-South expressway have also deployed by Vinaconex. With a value of up to VND 3,200 billion, this package, which commenced at the beginning of November 2020, is also the most substantial package of the Vinh Hao - Phan Thiet component project.
Lately, at the beginning of January 2021, Vinaconex and Trung Nam E&C held the ground-breaking ceremony of package XL-14 on Mai Son - NH 45 component project under the North-South expressway. Of five bidding packages for Mai Son - NH 45 component project under the North-South expressway, this one has the longest length and highest value (almost VND 2,500 billion).
That Vinaconex won the bid to undertake the largest construction packages in many North-South expressway component projects has no surprise at all to those working in the field of transport infrastructure construction.
That’s because Vinaconex has always been the most well-known unit that previously took on the roles of a contractor, general constructor and employer for a number of important national transportation projects, including the Lang - Hoa Lac Expressway (known as Thang Long Boulevard), Noi Bai-Lao Cai Expressway, Cau Gie-Ninh Binh Expressway, Hanoi-Bac Giang Expressway, Hanoi-Hai Phong Expressway, Terminal T2 - Noi Bai International Airport, and Nhat Tan Bridge.
Furthermore, the bidding documents of the component projects under the North-South expressway are reviewed very closely, scientifically, and methodically by the Ministry of Transport.  These bidding documents shall list the minimum requirements that contractors must fulfill in terms of capacity, experience, machinery, equipment, and finance.
To select the best contractors for the North-South Expressway component projects, the PMU of the Ministry of Transport ensured publicity and transparency in the bidding organization, as well as the strict supervision of related agencies and units.
Regarding that Vinaconex winning many largest construction packages in North-South expressway component projects, an insider once shared to Giao Thong Newspaper: “Vinaconex did a good job at the North-South Expressway projects. With its capacity and experience, it’s impossible for anybody to subjectively reject this contractor from the project.”

Ensuring construction progress and quality from the beginning.

Sharing to Giao Thong Newspaper, Mr. Duong Van Mau, Standing Deputy General Director of Vinaconex said that they hve currently executed construction and installation contracts with a total estimated value of VND15,000 billion. Despite the impact of Covid-19 pandemic, their enterprise's new winning bid packages in 2020 had a value of over VND10,000 billion.
With the capacity, experience, and reputation of a leading enterprise, Vinaconex not only won major bidding packages for component projects on the Eastern North-South Expressway, but also be chosen as the joint venture in early November 2020 to  undertake the Vinh Tuy bridge construction project phase 2, which is a significant traffic project funded by the Hanoi People's Committee.

“For the period of 2020-2025, we aim to achieve an average annual growth rate of about 15-20%. Revenue would approximate VND 30,000 billion by 2025, and profit before taxes would reach VND 2,000 billion. The annual dividend rate of the corporation and its member units would increase from 10 to 35% while the average yearly income of the employee increase from 5 to 10%”, Vinaconex's Chairman of the Board Of Directors, Mr. Dao Ngoc Thanh said.
According to Giao Thong Newspaper, although Vinaconex has been in charge of many major projects at the same time as the contractor, its bidding packages are well-valued by employers and project management units for their progress and quality.
As for the package XL-03, Mr. Nguyen Doan Tan, Executive Director of Phan Thiet - Dau Giay Expressway Project (Thang Long PMU), said that the Vinaconex - Trung Chinh joint venture so far has deployed hundreds of personnel, 220 machines, and equipment organized in 21 construction sections, of which 10 sections are for road construction, 5 sections for bridge construction and the remaining ones for sewers.
Regarding its roadbed, the contractors have excavated more than 563,000 m3; filled more than 182,600 m3 of K95 and K90 soil; compacted over 5,200 m3 of K95 soil, etc. The package’s product totals VND 55.6 billion.
According to Mr. Tan, this is the first commenced package for the Phan Thiet - Dau Giay expressway project. The contractor has deployed more machinery, equipment and human resources than required for simultaneous construction. The bidding package is progressing in accordance with the Thang Long PMU's requirements.
Meanwhile, Mr. Luong Van Long, Executive Director of Mai Son – NH45 Expressway Project, said that the constructor selection for package XL-14 (implemented by Vinaconex - Trung Nam E&C joint venture) was determined at the latest, compared to the other 4 packages in this projects (contract signing on December 28, 2020, issuing a commencement order on January 8, 2021).
Mr. Long informed that the joint venture constructor has aggressively finished the deployment of equipment and human resources. It is expected that it would deploy 3 construction sections in early February 2021, comprising 2 sections for the road and 1 section for the bridge. By the end of February 2021, there would be 8 construction sections in total, including 3 sections for the road and 5 remaining ones for the bridge.
According to Mr. Duong Van Mau, the North-South Expressway is a crucial national project so ensuring its progress and quality shall be the top priority. The bidding packages built by Vinaconex as a contractor are all huge in scale, but limited in construction period, only 24 months.
“As soon as we received the winning results for the North-South Expressway component projects, we deployed machinery, equipment, and human resources to coordinate the construction implementation to ensure the project's progress and quality,” Mr. Mau added.
