On August 14, the Party Committee of Lang Ward solemnly held its 1st Congress of Party Delegates, term 2025-2030. Mr. Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People’s Committee, and Head of Working Delegation No. 3 of the Hanoi Party Committee, attended and delivered guidance.
Also present were members of Working Delegation No. 3 and 215 delegates representing 7,099 Party members of the Ward’s Party Committee.
As the largest Party organization in the Ward with the highest number of Party members, the delegation of Vinaconex Corporation, led by Party Secretary and Chairman of the Board of Directors Nguyen Huu Toi, also attended the Congress.
During the 2020-2025 term, all 12 out of 12 targets were accomplished or exceeded. The ward’s economy maintained steady growth, with revenue from trade and services increasing year by year. Cultural, educational, and training initiatives received significant attention. Urban management and development continued to improve positively, with progress toward a smart, green, and sustainable orientation.
For the 2025-2030 term, the Party Committee set 16 key targets by 2030, identified 5 major tasks and 2 breakthrough initiatives, along with 7 primary groups of solutions. Looking ahead to 2045, Lang Ward aims to achieve comprehensive development across all fields: becoming a green, smart urban area with high living standards and quality, fully meeting the demands of integration in the new era, and striving to become a model urban ward, contributing to the overall development of the Capital, Hanoi.
Speaking at the opening session, Mr. Nguyen Hong Dan, Secretary of the Party Committee and Chairman of the People’s Council of Lang Ward, emphasized that the 1st Congress of Delegates (2025–2030) marked an important milestone following the restructuring of administrative units and the operation of the two-tier local government model. With the advantages of location and strong socio-economic, political, and cultural potential, Lang Ward is determined to become a model urban ward of the Capital.
Delivering guidance at the Congress, Mr. Thanh stressed: The success of this Congress will be a crucial foundation for a term of strong renewal and sustainable development for Lang Ward. The Hanoi Party Committee firmly believes that, with its cultural and heroic traditions, and under the motto of ‘Solidarity - Democracy - Innovation - Breakthrough - Development,’ the Party Committee of Lang Ward will achieve even greater results, building a clean and strong Party organization and contributing to more civilized, prosperous and modern Hanoi.
During the discussions, delegates offered many constructive and insightful opinions, focusing on the ward’s key and breakthrough missions.
On behalf of the largest Party Committee with the largest number of Party members in the Ward, Mr. Nguyen Huu Toi delivered the report: “Developing the Private Economy under the Spirit of Politburo Resolution No. 68-NQ/TW: Practical Lessons from Vinaconex’s Business and Production Activities.”
The Congress also approved the consolidated report of contributions to the draft documents for the upcoming 18th Congress of the Hanoi Party Committee and the 14th National Party Congress.
In a unanimous vote, 100% of delegates approved the Resolution of the 1st Congress of the Lang Ward Party Committee, term 2025-2030.
The Congress announced the appointment of the new Party Executive Committee with 21 members, a Standing Committee of 11 members and an Inspection Commission of 3 members.
Comrade Nguyen Hong Dan was elected Secretary of the Lang ward’s Party Committee for the 2025-2030 term.
The Congress also introduced six official and alternate delegates to attend the 18th Hanoi Party Congress.
In his closing remarks, Secretary of the Party Committee and Chairman of the People’s Council of Lang Ward Nguyen Hong Dan affirmed that the achievements of the Congress would be a powerful driving force for the Party and people of Lang Ward to seize opportunities, strengthen unity, and strive to successfully fulfill the set goals and tasks in the coming years.
