Also attending the ceremony were Trinh Viet Hung, Secretary of the Lao Cai Provincial Party Committee; leaders of central ministries and agencies; and He Wei, Ambassador of China to Vietnam.
The groundbreaking ceremony was jointly organized by the Ministry of Construction and the People’s Committees of six provinces and cities: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen, and Hai Phong. The main event took place at Lao Cai Station (Lao Cai Province), with four additional connected sites at Phu Tho Station (Phu Tho Province), Bac Hong Station (Hanoi), Luong Tai Station (Hung Yen Province), and Hai Duong Nam Station (Hai Phong City).
Representing the main contractor VINACONEX at the ceremony were Mr. Nguyen Huu Toi, Chairman of the Board of Directors, and Mr. Nguyen Khac Hai, Deputy General Director.

At the Luong Tai Station site in Hung Yen province, Mr. Nguyen Khac Hai, on behalf of VINACONEX, joined dignitaries in pressing the button to officially commence work.

The Lao Cai - Hanoi - Hai Phong railway line has a total mainline length of approximately 390.9 km, with 27.9 km of branch lines, and will use single-track standard gauge (1,435 mm).
The railway is designed for a maximum speed of 160 km/h on the main section from Lao Cai Station to Nam Hai Phong Station; 120 km/h for the section passing through the Hanoi urban hub; and 80 km/h for remaining sections.

The groundbreaking of five stations marks the first critical step in this project, demonstrating a strong commitment to developing modern, integrated railway infrastructure that will drive new growth in local regions and the national economy.

The line will traverse six provinces and cities: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen, and Haiphong, with a total of 32 stations. The starting point is at the rail connection with the Chinese railway system in Lao Cai ward, Lao Cai province. The endpoint is at Lach Huyen Port Station in Cat Hai Special Zone, Haiphong City.
The project has a total investment of over VND 203,200 billion, funded through public investment, with a target completion date of no later than 2030.

The stations breaking ground today are part of Component Project No.1, which covers investment in station connectivity infrastructure and station plazas, with a total investment of VND 3,298 billion.

Mr. Nguyen Khac Hai, Deputy General Director of VINACONEX, affirmed that the contractor will implement the construction of Luong Tai Station safely, with high quality, and on schedule.

Speaking at the groundbreaking ceremony for Luong Tai Station (Hung Yen), Deputy General Director Nguyen Khac Hai emphasized the honor of undertaking this important project, a key transit point in the region's logistics network. Mr. Hai affirmed VINACONEX's commitment to executing construction safely, ensuring quality and adhering to the schedule, thereby contributing to the project's timely completion and effective investment outcomes.
The groundbreaking of Component Project No.1 marks the first step toward realizing the goal of building a modern, integrated railway line, designed to meet transport demands along the East-West corridor and facilitate international intermodal connections between Vietnam and China.
Upon completion, the railway is projected to serve 14 million passengers and handle 21 million tons of cargo annually. It will provide a strong boost to rapid and sustainable socio-economic development, maximizing the advantages of various transport modes along the Lao Cai – Hanoi - Haiphong economic corridor, and contribute to national defense and security, international integration, environmental protection, climate change response, while accelerate Vietnam’s industrialization and modernization.
The project is the crucial first step that activates the strategic Lao Cai-Hanoi-Haiphong railway project. This milestone demonstrates a firm commitment to developing modern, integrated railway infrastructure, creating new growth drivers for local regions and the national economy.
