In addition to what had been done, the leaders of the Ministry of Transport also expressed concern the amount of ground handed over by the localities was huge, but the scope to be able to carry out the construction at the western area (belonging to the beginning of the runway) and the areas for taxiways and runways in phase 1 still had numerous issues. It was not possible to simultaneously carry out construction on the entire handed over and temporarily handed over premises.

On November 15, Huong Lo 10 Street, passing the Long Thanh airport area, was officially closed to serve the construction of the project.

According to the Department of Transport of Dong Nai province, the dry season was coming to the Southeast region, therefore Long Thanh airport's construction speed was accelerated, making it dangerous for vehicles to pass through at this time.

The section of Huong Lo 10 Street from the underpass area of the Ho Chi Minh City—Long Thanh—Dau Giay Expressway and the T junction turning to the old Suoi Trau commune shall only be open to equipment and vehicles needed for airport construction.

The Dong Nai Department of Transport had also developed a plan to divide the traffic flow of people from Suoi Trau, Cam My, and other nearby areas. Accordingly, vehicles travelling from the center of Cam My district to Long Thanh district, upon approaching the T junction of Huong Lo 10 street, had to turn right to access provincial road 769.

Vehicles travelling on provincial road 769 in the direction from Highway 56 to Cam My district shall not be allowed to turn into the underpass of the Ho Chi Minh City-Long Thanh-Dau Giay expressway to access Huong Lo 10 street as before, but instead keep going along Provincial Road 769 to the T junction with the new Huong Lo 10 street, then turn right.
