This morning, August 8, in Dong Nai province, Politburo member and National Assembly Chairman Tran Thanh Man conducted a field trip to inspect the construction progress of the Long Thanh International Airport project Phase 1. He emphasized the importance of adhering strictly to the National Assembly's Resolutions regarding this project. For issues beyond the Government's authority, the Chairman asked the relevant units to propose these issues to the National Assembly Standing Committee for resolution or present them to the National Assembly for consideration in its upcoming session.
Accompanying him on the visit were Party Central Committee members, including the General Secretary of the NA and Chairman of the NA Office Bui Van Cuong; Chairwoman of the NA's Committee of Social Affairs Nguyen Thuy Anh; Head of NA's Committee on Science, Technology and Environment Le Quang Huy; Chairman of the NA’s Committee for Defense and Security Lieutenant General Le Tan Toi; Chairman of the NA’s Foreign Affairs Committee Vu Hai Ha; Chairman of the NA’s Finance and Budget Committee Le Quang Manh; Head of the Committee for Deputy Affairs and Deputy Head of the Central Organization Committee Nguyen Thanh Hai; and Secretary of the Dong Nai Provincial Party Committee Nguyen Hong Linh.
During the field survey, Chairman Tran Thanh Man and his delegation toured key areas of the project, including the terminal construction site, runways, etc. They received progress updates from relevant units and visited the Loc An - Binh Son Resettlement Area to assess the living conditions of relocated residents, and presented gifts to local households.
At a subsequent meeting, Chairman Tran Thanh Man stated the strategic significance of the Long Thanh International Airport project. It receives great attention from Party and State leaders in promoting socio-economic development, enhancing national security and defense, and boosting the Southern Key Economic Zone and the nation as a whole. The project is expected to create approximately 200,000 jobs and position Long Thanh as a major modern air transport hub in the region.
NA Chairman commended the Party Committee, local authorities, and the people of Dong Nai province for overcoming numerous difficulties and challenges in recent times. Their efforts in land acquisition, site clearance, and resettlement, have led to the successful handover of 100% of the Phase 1 site with an area of 2,532 hectares.
He also praised the Ministry of Transport, the Commission for the Management of State Capital at Enterprises, and other managing and executing units for accelerating the project's progress as well as expressed his understanding for the engineers and workers working day and night under difficult conditions, particularly the extreme heat at the construction site.
Chairman Tran Thanh Man noted that the project was approved by the National Assembly as an investment policy in Resolutions No. 94 and No. 95 allowing for the separation of land acquisition, compensation and resettlement into a component project under Resolution No 38 and extended the implementation deadline to December 31, 2024, under Resolution No 110. The National Assembly has closely monitored the project's progress, and during its 7th Session, issued Resolution No. 140 on the implementation of Resolution No. 43 and other resolutions related to key national projects (including Long Thanh International Airport).
Chairman Tran Thanh Man emphasized the National Assembly's concern for the project, stating the National Assembly has been closely involved from the start, not only by approving the project's investment policy but also by making decisions to address difficulties and expedite progress whenever proposed by the government.
With limited time remaining before the project's expected operational date in mid-2026, the Chairman urged Dong Nai Province to work closely with relevant ministries and departments to ensure the timely completion of assigned tasks.
He particularly emphasized the need to review processes related to land acquisition, compensation, and resettlement; investing in and improving basic infrastructure in resettlement areas, and ensuring that residents' living conditions are equal to or better than before. Additionally, vocational training should be prioritized to secure stable livelihoods for residents.
The Chairman was pleased after visiting two households in the Loc An - Binh Son resettlement area, as their living conditions are good and they support the Party and State's policies.
The Chairman asked investors and construction units to consistently monitor and update the overall progress of its various items and components, ensuring alignment with inter-provincial and regional transport infrastructure projects. He emphasized this shall be done without delay to ensure efficiency, and if the airport is completed but lacks connecting roads, its full potential would not be realized.
He also stressed the importance of regular inspections and oversight to ensure that the project’s quality standards, preventing loss, waste, and negative impacts during construction. The Chairman called for strict adherence to investment procedures and bidding processes in line with state regulations; he underscored the need to maintain security and labor safety at the construction site while safeguarding the welfare of staff, workers. Local Party committees and authorities shall stay close to the community, understand their concerns, resolve land-related complaints, and help them understand their rights, compensation policies, and support to build strong community consensus.
NA Chairman acknowledged the proposals from localities and units during the meeting, emphasizing the deputies' strong interest in swiftly completing the Long Thanh International Airport project with both speed and quality, therefore the NA has promptly resolved any obstacles in the past time.
Chairman Man stressed the importance of distinguishing between issues caused by objective and subjective factors to find appropriate solutions. The National Assembly has delegated authority to the Government to oversee key national projects, particularly the Long Thanh International Airport, while strictly adhering to the National Assembly’s resolutions. Any issues beyond the Government's authority will be escalated to the National Assembly Standing Committee or discussed in the next session.
He also urged the Ministry of Transport and the Management of State Capital at Enterprises to regularly monitor progress and maintain quality, while expecting close cooperation between Dong Nai province and the construction teams to facilitate the project’s timely completion.
According to reports from Dong Nai province and relevant stakeholders, Airports Corporation of Vietnam (ACV) has now received 100% of the site for Phase 1, covering an area of 2,532 hectares, including 22 traffic routes between T1 and T2, and resettlement arrangements have been approved for 4,333 out of 5,570 households.
Dong Nai province has initiated a project aimed at vocational training, job creation, and improving living conditions under the Long Thanh International Airport Land Acquisition, Support, and Resettlement Project. Infrastructure development in resettlement areas is well underway, with the Loc An - Binh Son resettlement area's technical infrastructure now fully completed.
Regarding Long Thanh Airport's construction progress, the bidding package for mine clearance, leveling, and fence construction has been finalized. Ongoing work includes the terminal, runways, Line no. 1 connecting to National Highway no. 51, and three major construction packages (5.10, 4.6, and 6.12), all of which are ahead of the contractual timeline.
Notably, package 5.10, a complex and large-scale technical component, is progressing 10 days ahead of schedule. Bidding for packages 4.7, 4.8, and 4.9 with a total value of up to VND 22 trillion is progressing, with construction starting in September 2024.
The Project Management Board and contractors have established an efficient construction timeline, maintained strict safety standards, and implemented comprehensive labor policies to ensure productivity, especially during holidays.
