The goal of putting Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay expressways into operation by April 30, 2023, remains unchanged and is the latest requirement from The Ministry of Transport to the relevant contractors and units. In order to meet the set progress, Vinaconex contractor has been deploying all available human resources, machinery, and equipment to complete the remaining items.

Vinh Hao-Phan Thiet and Phan Thiet-Dau Giay expressways are two of the component projects of the North-South Expressway that have been transformed from a public-private partnership (PPP) to a public investment mechanism. These two projects are of importance as they would promote socio-economic development in the southern provinces.
The Dau Giay-Phan Thiet and Phan Thiet-Vinh Hao expressway projects, which officially commenced at the end of 2020, are scheduled to be completed after 24 months. Vinaconex is in charge of the project's two major bidding packages 03 - XL and XL - 04. On the big construction site, hundreds of workers, machines, and equipment have been working all day and night in the urgent atmosphere. In package number 03-XL of the Phan Thiet - Dau Giay section in Dong Nai province, the product so far has reached nearly 85%. According to the construction units, the deadline for technical traffic is drawing near, therefore, they have added lines of concrete mixer and crushed aggregate base course as well as mobilized all resources to concentrate on this April 30, all engineers and workers have been attempting to work overtime and increasing construction shifts to complete remaining items.

Once the Phan Thiet – Dau Giay expressway completes, it is expected to shorten the travel time between Ho Chi Minh City and the central beach city of Phan Thiet from 4-5 to 2-2.5 hours. The expressway connecting with Long Thanh Airport would form a seamless transportation axis between Ho Chi Minh City - Long Thanh.

As for package XL-04 of Vinh Hao – Phan Thiet section in Binh Thuan province, its shape has been gradually and continually formed up, and the construction product has reached over 75% of the package value. 
Regarding main items, Vinaconex contractor has 100% completed filling the ground, and 19mm-hot asphalt concrete pavements on the main route; 13.13 out of 35.6 km in full length of 12.5-mm asphalt concrete surface and over 80% completed the bridge construction work.
Moreover, Vinaconex has gathered construction materials for traffic safety and lighting items, in which, more than 27 km of median strips; 13.3km of safety corrugated guardrails; 12.1km of anti-glare panels, and 7.4km of fence to prevent animals have been completed. 
At the same time, Vinaconex also focused on accelerating the construction of access roads, intersections, ancillary works, road marking, etc. to meet the progress.

Vinh Hao - Phan Thiet expressway project, which is invested by PMU No. 7, passes through the districts of Tuy Phong, Bac Binh, Ham Thuan Bac, and Ham Thuan Nam in Binh Thuan province. It is over 100 kilometers long, with six lanes and a road surface of 32 meters.

After three months of opening to technical traffic, the whole expressway has experienced a rapid transformation, the asphalt concrete surface is almost done and tens of kilometers of median strips and fences are constructed.

To create a level surface for the road passing through, the mountains were drilled and blasted. To prevent landslides during severe weather, Vinaconex hurriedly constructed the stone barriers on both sides of the road before they were put into service.

According to Resolution 47/NQ-CP dated April 1, 2023, the Government decided to enable the People's Committee of Binh Thuan province to extend the license to exploit 6 embankment mines until April 30, 2023, to supply construction materials for the project. That eliminates bottlenecks in material supplement of not only Vinaconex, but also the construction units of the Vinh Hao - Phan Thiet expressway project.
Since the opening of the Vinh Hao-Phan Thiet and Phan Thiet-Dau Giay expressways is scheduled for less than a month from now, Vinaconex contractor has been deploying maximum human resources, machinery and equipment, materials, and implementing as quickly and drastically as possible to complete the project as committed.
