VINACONEX'S COMMITMENT: DELIVERING IALY HYDROPOWER PLANT PROJECT AHEAD OF SCHEDULE

On April 5, the Vietnam Electricity Corporation (EVN) delegation, led by Mr. Nguyen Duc Cuong - Member of ENV's Member Board and Mr. Pham Hong Phuong, Deputy General Director, paid a visit to inspect the construction work and held a Progress Conference in the first quarter of 2024 on the construction site of Ialy Hydropower Plant Extension Project.

The delegation included controllers, professional departments of EVN, leaders from Power Project Management Board No. 2 (EVNPMB2), contractors, and consulting, monitoring, and equipment supply units.

Representing Vinaconex – contractor of project construction was Mr. Pham Thai Duong, Director of Project Management Board No. 1.

During the conference, Deputy Director of EVNPMB2 Nguyen Duc Minh reported that thanks to the diligent supervision and efforts of the contractors, many construction items have been completed to date, meeting and even surpassing the schedule.

By the first quarter of 2024, key items such as headrace tunnel, penstock, water intake excavation and reinforcement, have been completed as scheduled, following the operation process of Ialy Hydropower reservoir. The equipment supply remains on track.

Mr. Pham Thai Duong, Director of Project Management Board No. 1 representing Vinaconex contractor, reported progress on the package no. 37 “Construction and installation of Ialy Hydropower Plant Extension project”. During the first quarter of 2024, significant progress was achieved on Excavation faces no. 1 and 2 (from Water intake to Km0+830) reinforced concrete construction items, including Reinforced concrete work on the tunnel shell reaching 236 md/171 md, exceeding schedule by 38%; Reinforced concrete work on the headrace tunnel completed at 830 md/830 md; consolidation grouting along the entire route reaches 5340 md/5628 md, equal to 95% completion; curtain grouting reaches 513 md/830 md, equal to 62% completion. For the second quarter, Vinaconex aims to complete the remaining grouting works, resolve legal issues, and finalize completed construction items.

Vinaconex has fully deployed human and material resources at the construction site, operating in three shifts with four crews, ensuring round-the-clock progress toward completing the project as scheduled.

Vinaconex Contractor is determined to speed up progress and complete the package and project on schedule.
Furthermore, the contractors outlined the challenges and proposed solutions to accelerate construction and installation processes to meet the investor's timeline. Acknowledging the efforts of EVNPMB2 and the participating contractors, the delegation requested the equipment installation unit to allocate sufficient manpower at the construction site for timely installation, as well as requested close collaboration between the supervision team and Project Management Board for equipment acceptance and installation, etc.

EVN Deputy General Director Pham Hong Phuong and the working group evaluated the construction progress at the headrace tunnel.

To commission 2 power units by the end of 2024, Power Project Management Board 2 must continue prioritizing guidance, operation, and contractor coordination to expedite essential project components' construction according to the schedule. It's imperative to effectively coordinate on-site forces to ensure the execution of safety, fire prevention, natural disaster prevention, and environmental protection tasks.

To meet the target of generating 2 power units by the end of 2024, EVNPMB2 shall persist in prioritizing contractor guidance, operation, and coordination for timely construction of crucial components of the project. Besides, it is necessary to coordinate and direct on-site forces for the efficient execution of safety, fire prevention, natural disaster prevention, and environmental protection tasks.

Vinaconex engineers and workers are committed to ensuring labor and technical safety during the construction process, in order to complete the package and project on schedule.
Funded by Vietnam Electricity Corporation (EVN) with an investment of nearly VND 6.4 trillion, Ialy Hydropower Plant Extension Project spans Ya Tang commune, Sa Thay district, Kon Tum province, and Ia Mo Nong commune, Ia Kreng commune, Ialy town, Chu Pah district, Gia Lai province.
The project, comprising 2 units with a total capacity of 360MW (each unit at 180MW), commenced construction in June 2021, aiming to start generating electricity by the fourth quarter of 2024. Managed by main contractors Vinaconex, Lung Lo Construction Corporation, Truong Son Construction Corporation, Song Da Corporation, LILAMA 1 JSC, the project engages over 700 employees and modern machinery and equipment working round-the-clock in 3 shifts and 4 crews, all committed to achieving timely project completion.
