Prime Minister attends groundbreaking ceremony of Tuyen Quang - Ha Giang expressway (Phase 1)

On May 28, the People’s Committee of Ha Giang Province held the groundbreaking ceremony for the first phase of Tuyen Quang - Ha Giang expressway construction investment project. Prime Minister Pham Minh Chinh attended and ordered to commence project construction.

The ceremony witnessed the presence of the following delegates: Mr. Dao Ngoc Dung, member of Central Party Committee, Minister of Labour, Invalids and Social Affairs; Mr. Dang Quoc Khanh, member of Party Central Committee, Minister of Natural Resources and Environment, Secretary of the Provincial Party Committee and Head of delegation of the 15th NA deputies of Ha Giang province; Senior Lieutenant General Hoang Xuan Chien, Member of the Party Central Committee and Deputy Minister of National Defense; Mr. Chau Van Lam, member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of delegation of the 15th NA deputies of Tuyen Quang province; leaders of the Office of the Government and other Central Ministries and Departments.
On the side of Ha Giang province, there were the presences of Mr. Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Nguyen Manh Dung, Deputy Secretary of the Provincial Party Committee; Standing Delegations of the Provincial National Assembly, People's Council, People's Committee, Fatherland Front Committee; members of the Standing Committee of the Provincial Party Committee; leaders of local departments in Bac Quang district;
VINACONEX Corporation as the representative of the investor, consultancy unit in charge of executing the project’s package no. 03-XL.

Tuyen Quang - Ha Giang expressway project (phase 1), which is the first expressway project of Ha Giang, spans 105 kilometers and has a total investment of VND10 triillion. The sectiion passing through Ha Giang province is 27 kilometers long. 
The necessary procedures for designing and selecting the contractor in charge of the Tuyen Quang - Ha Giang expressway have been completed, and the compensation for site clearance has been effectively managed in order to commence construction as planned. The project is segmented into three bidding packages for construction and installation, with a total estimated cost of over VND2,582 billion. Particularly, the 03-XL package is executed by VINACONEX contractor - one of the leading national brands in construction and real estate investment fields, with a total construction value of almost VND 900 billion, a construction term of 30 months. It has a chainage from Km0 to Km12+500 passing through the territory of Vinh Tuy town and 3 communes of Vinh Hao, Hung An, and Quang Minh in Ha Giang province.
Upon its completion, the expressway will form an economic corridor from Hanoi and the Red River Delta, along Noi Bai - Lao Cai and Tuyen Quang - Phu Tho expressways to Ha Giang, meeting the increasing travel and transportation demand, addressing the issue of traffic congestion between Ha Giang and Tuyen Quang, thus significantly contributing to socio-economic development in combination with national defense, towards comprehensive partnership between Vietnam and neighboring China.

In his remarks, Prime Minister Pham Minh Chinh emphasized the importance of Tuyen Quang - Ha Giang expressway project in socio-economic development and national defense, enhancing the transport infrastructure network in the northern mountainous area in general and provinces of Tuyen Quang and Ha Giang in particular. According to the Prime Minister, various factors such as geology, material prices, and others will be the obstacles during the implementation of the project. Therefore, the two provinces shall continue implementing three strategic breakthroughs in terms of fine-tuning institutions, infrastructure, and human resources. It needs to focus on site clearance and resettlement quickly and effectively, ensure social order and safety, as well as directly hand over the mines of common construction materials to project’s contractors and owner to manage strictly, avoid corruption and wastefulness. Contractors shall call on local residents to support the project implementation, he said.

Chairman of the provincial People's Committee Nguyen Van Son, representing the leaders of Ha Giang and Tuyen Quang provinces, expressed gratitude at the ceremony for the keen interest and guidance of National Assembly, the Government, and PM Pham Minh Chinh; the dedication and support from central ministries, departments and units, as well as the involvement of local Party Committees, authorities and all residents in both provinces. He commits to supporting, maintaining close collaboration, and collectively facilitate the expressway project in line with standards, procedures, requirements, and regulations. He also proposed to strictly oversee the project’s progress and quality, ensuring that the Tuyen Quang - Ha Giang expressway would soon be put into use, creating a driving force for robust social and economic progress, national security, sustainable poverty reduction for the two provinces and others in the Northern midland and mountainous region.
With the desire to contribute towards the pursuit of a prosperous and happy Vietnam, as the objective determined by the 13th National Party Congress, VINACONEX, a contractor with 35 years of experience in construction, is determined to invest all of the effort, knowledge, and resources towards the project, aiming to complete the assigned tasks ahead of investor's set timeframe, ensuring top-notch technical and artistic quality, as well as occupational safety, contributing to the successful execution of one of the key transportation projects in Ha Giang province.
