On the afternoon of September 13, a delegation from the Commission for the Management of State Capital at Enterprises (CMSC), led by Vice Chairman Nguyen Ngoc Canh, conducted a site inspection to assess the progress of the T2 Passenger Terminal Expansion Project at Noi Bai International Airport, a project invested by the Airports Corporation of Vietnam (ACV).

The CMSC delegation included Le Manh Tung, Director of the Department of Technology and Infrastructure; Van Trong Duan, Deputy Director of the Department of Legal Affairs and Internal Control; Nguyen Van Thang, Deputy Director of the Information Center; and Pham Ha Phuong, Deputy Chief of the Committee Office.
Representing ACV, the delegation was joined by Le Van Khien, Board Member; Nguyen Le Dong, Head of the Project Management Board for the T2 passenger terminal of Noi Bai International Airport; To Tu Ha, Director of Noi Bai International Airport; as well as representatives from the contractors, consulting, and supervision units engaged in the project.
Before the working session with relevant units, Vice Chairman Nguyen Ngoc Canh and the delegation from CMSC conducted an on-site inspection to assess the progress of the T2 Passenger Terminal Expansion Project at Noi Bai International Airport.

Overview of the working session of Vice Chairman Canh and the CMSC delegation with relevant units at the T2 Passenger Terminal Expansion Project of Noi Bai International Airport

According to the report of Mr. Nguyen Le Dong - Head of Project Management Board of the T2 Passenger Terminal Expansion - Noi Bai International Airport, the Project, launched on May 19, 2024, by order of the Prime Minister, is build on an area of ​​ over 412,000 square meters, with a total floor area of 200,100 square meters. This will increase capacity from 10 million to 15 million passengers per year. The number of check-in islands will triple to six, the number of baggage carousels will quadruple to eight, the number of direct check-in counters will quintuple to 120, 10 self-check-in kiosks will be added, bringing the total to 34, and an expansion in the number of bỏading bridges from 15 to 29. The total project investment is VND 4,996 billion, with VND 4,600 billion allocated to the main construction and installation package, fully funded by ACV. 
The report stated that the T2 Passenger Terminal Expansion Project at Noi Bai International Airport has 19 total packages, including three construction packages. Among them, the “Construction, Supply, and Installation of Equipment for the Expansion of Terminal T2” (Package No. 12) is the project’s largest, most critical, package of the project. Following directives of the Prime Minister at the project’s groundbreaking ceremony, all officers and employees of Project Management Board and ACV’s departments, construction contractors, and the supervision consultant are fully dedicated to completing the project by the target date of December 31, 2025.

On April 24, 2024, ACV signed a contract with the Viet Bac Contractor consortium, which includes Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex), Hanoi Construction Corporation (Hancorp), and Xuan Mai Investment and Construction Corporation. This contract covers both the expansion construction and equipment installation for the T2 terminal. The project is split into two parts: Part 1 - Construction of the terminal expansion and auxiliary works, while Part 2 – Renovation and function adapting of terminal. The contractors have deployed around 150 managers and engineers, 600 workers, 18 consultants and supervisors, and a team of construction and equipment technicians from the Project Management Board to maintain progress and ensure quality, security, safety, and environmental standards.
In addition, the Project Management Board has always prioritized safety, quality assurance, and environmental protection alongside project deadlines. This balanced focus is essential given the dual need to implement the expansion and ensure safe operations at Terminal T2 and across Noi Bai International Airport. Currently, the project remains on schedule, as set by the Investor. During the Feasibility Research Report’s preparation, appraisal, and approval phases, the Project Management Board adhered to all legal standards for construction investment. Following the research's approval, each step of the investment process was executed systematically, ensuring adherence to regulatory order, procedures, timelines, and legal frameworks while closely monitoring the project’s approved schedule.

In his closing remarks, following a direct site inspection and reports of related parties, Vice Chairman of CMSC Nguyen Ngoc Canh commended a dynamic, productive atmosphere on construction site, promising that the project is on track for completion in Q4 2025 as planned. “On the other hand, I am pleased that the entire construction site was safe, noting zero worker injuries or equipment damage despite recent weather challenges from Storm No. 3. On behalf of CMSC’s leadership, I acknowledged the dedication and determination of ACV, the Project Management Board, the contractor consortium, and supervising consultants” – he emphasized.
Vice Chairman Canh emphasized the critical importance of Noi Bai International Airport, which serves as a central hub for trade and national security, supporting Hanoi’s development as a host for international Head of State and delegations. Therefore, ACV and all project partners shall prioritize progress, quality, and seamless integration with the existing terminal to meet the requirements outlined by the Government, the Prime Minister, and relevant authorities.
Recalling PM Pham Minh Chinh's directives from the groundbreaking ceremony to overcome the obstacles, focus fully on the work without pause, Vice Chairman Nguyen Ngoc Canh reiterated these principles to ACV, the Project Management Board, the contractor consortium, and the supervising consultancy, underscoring key contents. ACV is tasked with closely monitoring the project’s progress, particularly through the Gantt chart for Package No. 12, as well as researching and implementing solutions to expedite the construction of reinforced concrete and steel structures; supporting the contractor consortium in refining the ordering and supply processes for essential materials and equipment, including the Terminal Equipment System, as per contractual obligations.
To maintain absolute security and safety during construction while the existing terminal remains operational, strict measures must be in place to prevent conflicts and discrepancies in scheduling across various project components, ensuring the overall timeline is preserved.
Vice Chairman Nguyen Ngoc Canh also directed the supervision and design consultants to promptly review and refine design documents and technical instructions, swiftly addressing any insufficient content or unsubstantiated elements. He further emphasized the critical importance of thorough material inspections and strict adherence to regulatory standards throughout the construction and acceptance phases, ensuring labor safety, traffic safety, and environmental sanitation as well.
Given the project’s scope involving the renovation, expansion, and upgrading of complex and varied facilities, Vice Chairman Nguyen Ngoc Canh directed ACV to ensure the Project Management Board closely collaborates with government agencies and units such as Customs, Border Police, Health Quarantine, Economic Security, and the Professional Records Department (Ministry of Public Security), as well as the franchisee, facility operators, and tenants in relocating existing equipment and installing new systems efficiently.

The construction measures must be carefully synchronized to manage both building and installation phases while maintaining high standards in passenger service, safety, security, and cleanliness at the terminal. “I request ACV, the Project Management Board, the Contractor Consortium, and all involved parties to prioritize integrated measures for fire safety, occupational health, and security to prevent any unfortunate or severe incidents impacting worker lives, property, project quality, or progress,” he emphasized.
