According to the Ministry of Construction, 234 projects nationwide met the conditions for groundbreaking, inauguration, or technical traffic opening, spanning 34 provinces and cities. Of these, 148 projects were launched, while 86 projects were inaugurated or opened to technical traffic.
The total investment value of these projects exceeds VND 3.4 quadrillion. Among them, 96 projects are funded by state capital, with an investment of more than VND 627 trillion (accounting for approximately 18% of total capital), while the remaining 138 projects use other funding sources totaling over VND 2.79 quadrillion, representing 82% of total investment.

On December 19, Standing Deputy Prime Minister Nguyen Hoa Binh attended the ribbon-cutting ceremony marking the inauguration of the Terminal T2 Expansion Project at Noi Bai International Airport. Also present were Deputy Minister of Construction Le Anh Tuan, Standing Deputy General Director of VINACONEX Corporation Duong Van Mau, along with leaders from ministries, agencies, the project owner, and contractors.

After more than 18 months of intensive construction since May 19, 2024, the project was completed two months ahead of schedule, making a significant contribution to easing aviation infrastructure pressure in northern Vietnam and increasing terminal capacity from 10 million to 15 million passengers per year.
With a total investment of VND 4,996 billion funded by ACV, the expanded Terminal T2 increased its total floor area from 139,216 sqm to 200,164 sqm. The project expanded check-in counters from 96 to 144, added 24 automated bag-drop counters and 24 self-check-in kiosks, increased the number of boarding gates from 17 to 30, and baggage claim belts from 6 to 8. Additional security screening areas were also incorporated, significantly reducing passenger processing and waiting times.
The project marks a major step forward in the digital transformation of airport operations, with the first-ever synchronized deployment of an automated equipment ecosystem at Noi Bai International Airport.
Constructed by the Viet Bac Joint Venture, led by VINACONEX, the project was delivered ahead of schedule while meeting stringent quality and technical standards. That further affirms VINACONEX’s construction management capacity, credibility, and leading role in national key aviation infrastructure projects, contributing to enhancing the appearance and competitiveness of Vietnam’s aviation system.

Inauguration of Facilities and Launch of the First Flight at Long Thanh International Airport
At the Long Thanh International Airport venue, Standing Deputy Prime Minister Nguyen Hoa Binh attended the ceremony marking the inauguration of key facilities and the launch of the first commercial flight at Long Thành International Airport.
Immediately after attending the inauguration of the Terminal T2 expansion project at Noi Bai International Airport, the Standing Deputy Prime Minister boarded a special flight VN1 operated by Vietnam Airlines, departing from Noi Bai Airport at 6:30 a.m. and landing at Long Thanh Airport at 8:15 a.m.
After nearly five years of construction, Phase 1 of the Long Thanh Airport project has been completed and meets ICAO 4F standards, the highest classification of the International Civil Aviation Organization (ICAO). This milestone represents a “construction miracle” marked by unprecedented speed and scale. Long Thanh Airport opens up new development space for the Southern key economic region and is a step toward realizing Vietnam’s ambition to become a regional and global aviation hub.

Simultaneous Groundbreaking of 5 Stations on the Lao Cai - Ha Noi - Hai Phong Railway Line
On the same morning in Lao Cai Province, Deputy Prime Minister Bui Thanh Son attended the groundbreaking ceremony for Component Project No. 1 of the Lao Cai - Ha Noi - Hai Phong Railway Construction Project.

The Lao Cai - Ha Noi - Hai Phong railway has a mainline length of approximately 390.9 km and branch lines totaling about 27.9 km, designed as a single standard-gauge track (1,435 mm).
The route passes through six provinces and cities: Lao Cai, Phu Tho, Ha Noi, Bac Ninh, Hung Yen, and Hai Phong, with 32 stations. The line begins at the rail connection point with China in Lao Cai Ward, Lao Cai Province, and ends at Lach Huyen Port Station in Cat Hai Special Zone, Hai Phong City. The project has a total investment exceeding VND 203.2 trillion, funded by public investment, with a target completion date no later than 2030.

The simultaneous groundbreaking of five stations is part of the nationwide program to commence, inaugurate, and technically open traffic for 234 projects, with a total investment exceeding VND 3.4 quadrillion. The program commemorates the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) and the 14th National Congress of the Communist Party of Vietnam.

Groundbreaking Ceremony for Component Project No. 1 of the Quy Nhon - Pleiku Expressway
In Gia Lai Province, Deputy Prime Minister Ho Quoc Dung attended the groundbreaking ceremony for Component Project No.1, covering the section from Km0+000 to Km22+000, under the Quy Nhon - Pleiku Expressway Construction Project. Representing VINACONEX, Mr. Pham Thai Duong, Director of Project Management Unit No.1, attended and performed the official groundbreaking ceremony.

Currently, National Highway No. 19 serves as the main transport corridor connecting the eastern and western parts of Gia Lai province. Although upgraded, the route still includes many steep winding passes. Travel time from Quy Nhon to Pleiku typically takes 3.5 to 4 hours.

Once completed, the Quy Nhon - Pleiku Expressway is expected to reduce travel time to approximately 1.5 to 2 hours, cutting transport time and costs by 40-50%. The expressway will significantly enhance traffic safety while addressing long-standing challenges and potential risks associated with travel over An Khe and Mang Yang passes.
Technical Opening of the Tuyen Quang - Ha Giang Expressway (Phase 1)
In celebration of the 14th National Congress of the Communist Party of Vietnam, on December 19, Tuyen Quang Province held a ceremony to mark the technical opening of the Tuyen Quang - Ha Giang Expressway (Phase 1), section passing through the former Bac Quang Commune, Ha Giang Province. The event also included the groundbreaking of Phase 2, covering the section from Tan Quang Commune to Thanh Thuy International Border Gate.
Attending the ceremony were Mr. Do Van Chien, Politburo Member and Standing Vice Chairman of the National Assembly; Mr. Hau A Lenh, Member of the Party Central Committee and Secretary of the Tuyen Quang Provincial Party Committee; along with leaders of central ministries and local authorities. The Tuyen Quang - Ha Giang Expressway is a transport project of special strategic significance, creating new development momentum for the province and the wider region. The technical opening of Phase 1 and preparation for Phase 2 reflect the strong political determination of the Party Committee, local authorities, and people of Tuyen Quang to complete transport infrastructure, expand development space, and enhance the competitiveness of the local economy.
At this project, VINACONEX is responsible for Construction Package No.03-XL (from Km0 to Km12+500), passing through Vinh Tuy Township and the communes of Vinh Hao, Hung An, and Quang Minh in the former Ha Giang Province.
With determination to overcome adverse weather conditions, VINACONEX has maximized time and resources, accelerating the completion of each construction item to ensure the project meets the scheduled technical opening deadline.

Technical Opening Ceremony of Component Project No.2, Bien Hoa - Vung Tau Expressway
The Bien Hoa - Vung Tau Expressway comprises three component projects. To date, Component Project No.3 has been largely completed, while Component Project No. 2 has reached the milestone of technical opening to traffic.
After more than two years of construction, the 53.7-kilometer Bien Hoa - Vung Tau Expressway is entering its final phase. Specifically, Component Project No. 3 has achieved over 97% of construction value, with major works substantially finished. The project owner is currently focusing on final tasks to ensure full opening and operation by December 19 in accordance with the Government’s directive.
Within the assigned section, VINACONEX has completed over 90% of construction volume.
Once officially opened to traffic, the expressway will unlock a strategic transport corridor linking Ho Chi Minh City, Dong Nai, and Vung Tau, creating new momentum for regional logistics, industrial development, and tourism.
