THE 15TH CONGRESS OF VIETNAM NATIONAL UNION OF BUILDING WORKERS (2025-2030 TERM) CONCLUDES SUCCESSFULLY

On December 25, 2025, the 15th Congress of Vietnam National Union of Building Workers for the 2025-2030 term was convened, bringing together 285 official delegates representing more than 130,000 union members and employees across the national construction sector.

The Congress welcomed senior leaders, including Huynh Thanh Xuan, Vice President of the Vietnam General Confederation of Labour; Le Anh Tuan, Standing Member of the Party Committee and Deputy Minister of Construction; Dao Van Tien, Deputy Secretary of the Party Committee of the Ministry of Construction; along with representatives from the Party Committee Office, the Organization Commission, the Propaganda and Mass Mobilization Commission of the Ministry of Construction’s Party Committee, professional agencies, departments, institutes, corporations, enterprises, training institutions, and former leaders of the Vietnam National Union of Building Workers from previous terms.

Representing VINACONEX’s leadership, Nguyen Khac Hai, Standing Member of the Party Committee and Deputy General Director of the Corporation, attended the Congress.

The VINACONEX delegation was led by Nguyen Manh Cuong, Member of the Executive Committee of the 14th Congress of Vietnam National Union of Building Workers and former President of the VINACONEX Trade Union (6th term).

In his remarks, Chairman of the VNUBW Pham Hoai Phuong emphasized that the 15th Congress represents a major political milestone for union members and workers across the construction sector, aimed at raising awareness of the Trade Union’s role amid growing demands for innovation in both content and operating methods. He noted that Congress is tasked with comprehensively reviewing the implementation of resolutions from the previous term, identifying shortcomings, drawing lessons learned, and defining objectives, directions, tasks, and solutions for the 2025-2030 term, to build a stronger Union of Building Workers capable of meeting new challenges.

commended the Trade Union of Building Workers for its notable performance over the past term, highlighted the vital role of construction-sector union members, workers, officials, and employees in socio-economic development, infrastructure building, and national defense and security. He called on the Union to closely follow Party leadership, strengthen coordination with professional authorities, further innovate its operations, enhance representation and protection of workers’ rights, promote collective dialogue, accelerate digital transformation, expand union membership, and foster productivity and creativity movements in the new term.

Deputy Minister of Construction Le Anh Tuan congratulated VNUBW on its achievements and highly valued its role in accompanying labor emulation movements, improving workers’ living conditions, and safeguarding the legitimate rights and interests of union members and employees.

Looking ahead to the 2025-2030 term, the Deputy Minister called on VNUBW to continue renewing its operations, strengthen its role in representing and protecting workers; promoting emulation movements linked to productivity, quality, and efficiency; enhancing skill training, accelerating digital transformation, and building a modern construction workforce capable of meeting new development demands.

At the 15th Congress of the Vietnam National Union of Building Workers (2025-2030), Nguyen Quoc Huy, President of the VINACONEX Trade Union (7th term), delivered a keynote presentation entitled “Innovating Trade Union Content and Methods to Enhance Effectiveness in Enterprises without State Capital.” Drawing from VINACONEX’s experience as a fully non-state-owned enterprise, he highlighted how the Trade Union proactively renewed its mindset and working methods, effectively safeguarding workers’ legitimate rights and benefits while serving as a vital bridge between employees and corporate leadership. Through flexible and results-oriented practices closely aligned with business operations, the VINACONEX Trade Union has made significant contributions to the corporation’s strong growth, improved labor productivity, rising incomes and benefits, stable employment, and the promotion of a positive corporate culture.

The Congress announced decisions appointing the Executive Committee, Standing Committee, Inspection Committee, and key leadership positions of the Vietnam National Union of Building Workers for the 15th term (2025-2030). The new Executive Committee consists of 32 members, the Standing Committee 10 members, and the Inspection Committee 11 members. The Congress also designated 10 official delegates and two alternate delegates to attend the 14th Vietnam Trade Union Congress (2026-2031).

Pham Hoai Phuong, Chairman of the VNUBW for the 2023-2028 term, was appointed to continue serving as Chairwoman for the 15th term (2025-2030). The incumbent Vice Chairpersons - Nguyen Thanh Tung, Au Thi Dinh, and Nguyen Ngoc Huyen - were also reappointed for the new term.

Entrusted by the VNUBW leadership and the Vietnam General Confederation of Labour, Nguyen Quoc Huy, President of the VINACONEX Trade Union (7th term), was appointed as a member of the Executive Committee of the VNUBW for the 2025-2030 term.

As part of the program, the Congress paid tribute to people who concluded their service on the Executive Committee and the Inspection Committee of the VNUBW.

Nguyen Manh Cuong, Member of the 14th Executive Committee and former President of the VINACONEX Trade Union (6th term), received flowers and commemorative gifts in recognition of his valuable contributions to the development of the Trade Union during the previous term.

With the spirit of “Unity - Democracy - Discipline - Innovation - Development,” the 15th Congress of Vietnam National Union of Building Workers (2025-2030) concluded successfully, laying an important foundation for trade unions across the sector to continue strengthening their representative role, caring for and protecting the legitimate rights and benefits of union members and workers, contributing to the successful fulfillment of the Construction sector’s political tasks in the new period.
