On the morning of June 25, the official groundbreaking for an investment project to construct Ring Road No. 4 took place in Hanoi. Vinaconex is honored to be the contractor in of the project's longest section.
On behalf of Vinaconex - the contractor responsible for constructing package no. 09/TP2 – XL under component project no. 2.1, which is the Project’s longest section, Mr. Dao Ngoc Thanh, Chairman of the Members' Council, member of the BOD of the Corporation attended the ceremony.
The Ring Road 4 – Hanoi Capital Region is one of the key national projects that stretches about 112.8km, of which the section through Hanoi is approximate 58.2km long. The project is divided into three groups, seven components, with a total investment capital of VND85,813 billion. Particularly, the state budget capital is VND 41,860 billion in the 2021-2025 period and VND 14,506 billion in the 2026-2030 period. The component project No. 3 having a total investment of about VND 56,536 billion is going to be funded under the Public-Private Partnership (PPP) model. The project is planned to be funded and under implementation from 2022, completed in 2026, and put into operation in 2027.
In this project, Vinaconex has been chosen to undertake the package No. 09/TP2 - XL of longest section, spanning over 23 km from Km 13 + 17.92 to Km 36 + 166.74), under Component Project no. 2.1 : Construction of parallel roads (urban roads) in Hanoi city. The winning bid was valued at VND1,816 billion with an execution time of 1080 days.
Once completed, the project will establish an inter-regional key economic belt in the Hanoi Capital Region, connecting Hanoi capital with Hung Yen, Bac Ninh, and other localities in the region, thereby fostering investment efficiency for ongoing and future projects. Moreover, it will create new opportunities for development, addressing existing issues of Hanoi, optimizing land utilization potential, as well as forming modern and sustainable urban systems.
Addressing the ceremony, PM Chinh said that the Party and State have identified the development of strategic infrastructure, particularly transport infrastructure, as one of the three strategic breakthroughs for socio-economic development This endeavor is actively being implemented nationwide, aiming for the construction of 3,000km of expressways in the period from 2021 to 2025, which means the workload needs to be done in 5 years is twice as much as the past 20 years.
The investment in the construction of the Ring Road No. 4 - Hanoi Capital Region not only creates a new development space for the entire Capital Region but holds particular significance for Hanoi and Hung Yen and Bac Ninh provinces, through which the road passes.
“Today's groundbreaking ceremony marks only the initial achievement, there’re many more monumental tasks ahead”. PM Chinh requested relevant Party committees, authorities, agencies, and people to closely oversee the progress, evaluate the work, allocate time and resources, and strengthen leadership and guidance to expedite the project's progress while fulfilling the set requirements.
Representing the contractors, the Chairman of the Board of Directors of Vietnam Construction and Import-Export Corporation (Vinaconex), Mr. Dao Ngoc Thanh, reported on the construction implementation plan and the commitment to the progress and quality of the Ring Road 4 project. “Infused with the “devoted for true value” spirit of working, our officers, employees, contractors, and consultants are determined to utilize the fullest potential of our human and financial resources, equipment, and machinery, along with the latest construction techniques to ensure the timely and efficient completion of every assigned task.
Vinaconex is dedicated to the successful execution of this project, ensuring the utmost in quality, aesthetic appeal, and safety, and aiming to surpass the contractual timeline by completing the project in 2025 in order to promptly put it into operation. That will contribute to the socio-economic development of the Hanoi Capital Region, commemorating the 18th Congress of the Hanoi Party Committee, leading up to the 14th National Congress of the Party”. Mr. Dao Ngoc Thanh affirmed.
The investment project for the construction of Ring Road No. 4 in the Hanoi Capital Region is a significant national project. The project's policy has been approved by the National Assembly in Resolution No. 56/2022/QH15 on June 16, 2022. The government has also issued Resolution No. 106/NQ-CP on August 18, 2022, to implement the Resolution No. 56/2022/QH15 of June 16, 2022 on investment policies for the Project. |
