The Traffic Construction Investment Project Management Board of Ha Giang province has just signed a contract for the construction of package 03-XL for the Tuyen Quang - Ha Giang expressway project (phase 1) that passes through this province.
Accordingly, Vietnam Construction and Import-Export Corporation (VINACONEX) has been chosen as the entity to enter into this agreement. The Tuyen Quang - Ha Giang expressway's 03-XL package (from Km0 to Km12+500) covers a distance of 12.5 kilometers and passes through Vinh Tuy town and three communes, namely Vinh Hao, Hung An, and Quang Minh (Bac Quang district, Ha Giang province). The total value of the package is nearly VND900 billion VND over the course of 30 months.
The section of the first phase of the Tuyen Quang - Ha Giang Expressway in Ha Giang province has been granted investment policy approval from December 2022 with a total of VND3,197.956 billion, to be implemented from 2022 – 2025.
The project has a total length of about 27,443 kilometers, the beginning point is at the end of Vinh Tuy Bridge Vinh Tuy town (Bac Quang district), and the ending point is at Km27+480 in Tan Quang commune (Bac Quang district).
The project has 3 bidding packages with a total estimated cost of over VND 2,582 billion. In which, the construction of the first package 03 - XL is carried out by Vinaconex contractor, who was selected through the bidding process.
As for the remaining two packages including Package No. 04-XL - Construction of section from Km12+500 to Km19+120 (estimated cost of VND 846.64 billion) and Package No. 05-XL - Construction of section from Km19 +120 to Km27+480 (estimated cost of VND 829 billion), the investor is waiting for opinions on appraisal of design documents and estimates from the Construction Investment Management Department (Ministry of Transport). It is expected that two bidding packages will be organized to select contractors in the second quarter of 2023.
The investor is currently anticipating feedback regarding the evaluation and approval of design and cost estimates of construction work from the Transport Construction Investment Management Authority (Ministry of Transport). There are plans to conduct two bidding packages to select contractors in the second quarter of 2023.
According to Mr. Nguyen Khac Hung, Director of Ha Giang Transport Construction Investment Project Management Board (representative of the investor), this is a large-scale project with complicated technical standards, which were initially implemented in Ha Giang province.
“With the regular and close direction of the provincial leaders, the cooperation and support of various departments, organizations, and authorities in Bac Quang district, the investor has basically completed the investment preparation work. The Bac Quang district handed over the land in full for the groundbreaking ceremony to the investor, ensuring the project will commence as planned and on time.” Mr. Hung said.
Regarding the material sources, the investor remarked that the sector of Tuyen Quang - Ha Giang expressway (phase 1) passing through Ha Giang province, has distinctive attributes as it mainly goes through mountainous areas, unlike the expressways implemented in the central and southern regions. Therefore, it is possible to evaluate and standardize excavated soil resources and utilize them as the borrow material, minimizing pressure on material supply.
The representative of the investor stated that the central capital intends to carry out the project with a budget of VND1,154 billion in 2023. To execute the plan, the total land area to be acquired is up to 315 hectares. Hence, there is immense stress regarding disbursement as well as site clearance. The People's Committee of Bac Quang District has formed a steering committee for site clearance. This includes gathering data and reviewing the inventory of households and individuals that will be impacted by the clearance, in order to create appropriate compensation and plans for relocation. It is expected that the work of compensation and site clearance will be completed by June 2023.
Upon completion, the expressway will form an economic corridor from Hanoi along Noi Bai - Lao Cai and Tuyen Quang - Phu Tho expressways to Thanh Thuy international border gate, meeting the increasing travel and transportation demand, addressing the issue of traffic congestion between Ha Giang and Tuyen Quang. |
