On November 4, the PMU 7 in coordination with the People's Committee of Binh Thuan province organized the launching ceremony of the XL04 and XL02 packages for the Vinh Hao - Phan Thiet Expressway Project.
Speaking at the ceremony, Deputy Minister of Transport Nguyen Ngoc Dong praised the Departments, agencies, and Project Management Unit 7 for promptly deploying preparations for the construction of two packages XL04 and XL02.
According to the planl, the North-South Expressway network will span over 2,000 kilometres from Lang Son to Ca Mau. The Vinh Hao-Phan Thiet Expressway, which runs through Binh Thuan province, is approximately 101 kilometres long. Deputy Minister Nguyen Ngoc Dong informed that the Government ordered to attain the “dual goal” of Covid-19 pandemic prevention and socio-economic development with various synchronous solutions, in which speeding up public investment disbursement was identified as a key mission in 2020. The National Assembly recently has transformed three North-South Expressway projects, including the Vinh Hao-Phan Thiet section, into public investment.
To accelerate disbursement, the Ministry of Transport has adopted several solutions to direct the PMUs and investors to make monthly and quarterly disbursement plans, concretizing each unit's and individual's responsibilities in carrying out projects, making sure the disbursement is progressing and high quality, resolutely adjusting and transferring the capital from pending projects to those having on-schedule progress.
As for the two packages XL02 and XL04 in the Vinh Hao - Phan Thiet section, The Ministry of Transportation asked the PMU 7, the Transport Engineering Construction and Quality Management Bureau to urgently complete procedures for concurrent construction in 2020 to ensure the set forth progress and quality.
“It’s requested for the PMU 7 and supervision consultant units to closely coordinate with the locality to complete the remaining site clearance work, urgently deploying equipment and human resources to commence the work immediately, concentrating on quality, progress management, assuring the labour safety and environmental sanitation.
Departments and agencies shall closely coordinate with employers and related units to assist and facilitate the construction process to put the expressway into operation soon.
The two packages XL02 and XL04 shall ensure their quality and remain on schedule to serve as a model for replicating execution for subsequent bidding packages on the North-South expressway”. Deputy Minister Dong highlighted.
According to Mr. Nguyen Chung Khanh - Director of PMU 7, the Vinh Hao - Phan Thiet expressway is 100.8 kilometres long and passes through the districts of Tuy Phong, Bac Binh, Ham Thuan Bac, and Ham Thuan Nam in Binh Thuan province.
Its starting point at Km 134, in front of Vinh Hao intersection, belongs to Vinh Hao commune, Tuy Phong district, and overlaps with the Cam Lam - Vinh Hao expressway’s ending point. The project's ending point overlaps with the starting point of the Dau Giay - Phan Thiet expressway project.
The XL01 package of the Vinh Hao - Phan Thiet Expressway project was also commenced on September 30, and contractors are now working on the site.
PMU 7 is now working with relevant units to complete the procedures to deploy the remaining package XL03.
“Project Management Unit 7 is committed to always accompanying contractors, supervision, consultant units, and localities to finish the project with high standards of quality and safety in strict compliance with the provisions of the law”. Mr. Khanh stated.
On behalf of the joint venture constructor, Mr. Dao Ngoc Thanh - Chairman of the BOD of Vietnam Construction and Import-Export Corporation (VINACONEX) committed to completing the assigned jobs together with the joint venture’s employees and workers. Vinaconex is confident to complete the project on schedule and with high-quality thanks to its experience in building a variety of critical national projects.

Package XL04 contains two interchanges: the Ma Lam intersection at Km 208+701.74 and the Phan Thiet intersection at Km 234+617, as well as 20 underpasses, over 72 kilometers of frontage road giving access to houses and businesses near the expressway.
Moreover, the construction of a drainage system, traffic safety, lighting, and a management and monitoring system for expressway toll collection are also deployed.
