On November 25, the groundbreaking ceremony for the clean industrial park project in Hung Yen province took place in Hong Tien commune, Khoai Chau district. Leaders of Hung Yen province; leaders of Hung Yen province; representatives of the Korean Ministries and Sectors; Ambassador Extraordinary and Plenipotentiary of Korea in Vietnam attended and performed the groundbreaking ceremony.

The clean industrial park in Hung Yen province located in Khoai Chau and An Thi districts, covers an area of 143.08ha, operates until 2071, and has a total investment capital of VND 1,788.59 billion. The project is located on the Hanoi - Hai Phong highway, which connects Hanoi, Vietnam’s capital, to Hai Phong, the country's largest port city.
According to the investor’s representative, Mr. Lee Han Jun, vice chairman of LH Group, LH Group collaborated with the government of Hung Yen province and Ecopark Group in 2017; the three parties signed a memorandum of understanding (MOU) for cooperation to develop two industrial parks and one urban area with a total area of 785 hectares. In particular, the Vietnam - Korea Economic Cooperation Industrial Park is given top priority for promotion. The "Smart Green Industrial Park" project would be executed in phase 2 right after phase 1 is complete, in order to comply with the worldwide policy of reducing carbon emissions and using 100% renewable energy sources.
When the project is completed and all enterprises come into operation, the direct investment will be up to $400 million, the annual product will be $1.6 billion, and about 10,000 direct jobs will be created. Moreover, it would play a significant role and serve as a "springboard" for promoting trade and investment between Vietnam and Korea.
Speaking at the event, Mr. Tran Quoc Van, Chairman of Hung Yen Provincial People’s Committee, emphasised the significance of the event in concretizing the 19th Provincial Party Congress Resolution, which has practical significance in celebrating 30 years of establishing diplomatic relations between Vietnam and Korea.
In order for the project to be put into operation soon and promote its efficiency, the provincial chairman proposed to the leaders of the Korean Ministry of Land, Infrastructure, and Transport, the ambassador of Korea in Vietnam, and Korean relevant agencies to continue supporting and facilitate the investment of businesses in Hung Yen province. In addition, he asked investors to complete the clean project on time by mobilizing all resources, to prioritise investment promotion and attraction for investment projects with high intelligence, using energy economically, efficiently, and friendly to the environment, and creating sustainable and long-term development value chains, so that the clean industrial zone project would become a model, efficient, and friendly industrial park, contributing to promote economic development and deepening the friendship between Vietnam – Korea.
Mr. Lee Seong Hai, Chairman of the Urban Transport Committee, Ministry of Land, Infrastructure, and Transport of Korea expressed his gratitude for the close cooperation and facilitation of the local government for the project. At the same time, he confirmed that the IP is a typical joint project between the governments of the two countries, a project that not only supports the growth of economic and trade between Vietnam and Korea but also creates more jobs in the Vietnamese market. The IP would also serve as a hub for Korean enterprises by providing high-quality industrial land for their investments in Vietnam.
Attending and congratulating at the ceremony, Mrs. Oh Young Joo, Ambassador Extraordinary and Plenipotentiary of Korea in Vietnam believed that the IP would play an important role in fostering economic development once it was put into operation. With the active support of the Hung Yen provincial government and Ecopark Group, a co-investor in the project, its Phase 2 (with a scale of 263 hectares) would be quickly implemented in accordance with the plan, contributing to socio-economic development and drawing investment between the two countries of Vietnam and Korea.
According to the signed contract, the KYERYONG - VINACONEX Joint Venture is the constructor of the infrastructure package for the clean industrial zone in Hung Yen province. The joint constructors would execute the construction right after the site is handed over. The bidding package is worth VND 1,060 billion, including the following items: ground filling, roads, water supply, systems of drainage, lighting, telecommunications, wastewater treatment, power station, and fire protection. The project would be implemented in 24 months and is expected to be completed in 2024.
The clean industrial zone project in Hung Yen province is invested by a joint venture between Vietnam and Korea. In which, the Korean joint contractors on the Korean side (accounting for 75% of the capital) include the Korea Land and Housing Corporation (LH Group) and the Korea Overseas Infrastructure and Urban Development Corporation (KIND), while the Vietnamese side has TDH Ecoland Urban Development and Investment JSC (a member unit of Ecopark Group). With a total investment capital of $400 million in construction and equipment, it is expected that 60 Korean businesses would facilitate the investment in building infrastructure in Clean Industrial Park. The “Korea Clean Industrial Complex” model provides businesses with one-stop services such as administration, finance, and tax from the earliest stage of leasing areas until launching operation in Vietnam. |
