On April 19, the Hanoi People's Committee held the groundbreaking ceremony for the construction of the multi-level interchange between Ring Road No. 3.5 and Thang Long Boulevard (Hoai Duc District).

This project is part of a series of nationwide groundbreaking and inauguration events taking place on the same day to commemorate the 50th anniversary of the Liberation of the South and National Reunification.

The ceremony was attended by Party Central Committee member, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People's Committee Tran Sy Thanh; Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan.

The project is funded by the Hanoi city budget and managed by the Hanoi Project Management Board of Civil Construction Investment as the project’s investor.

The project aims to complete the transportation infrastructure system according to the city’s master planning, connect with existing transportation networks, and support the transportation of goods and daily commuting needs. It is expected to reduce traffic congestion, accelerate the development of nearby urban areas, and contribute to socio-economic development of Hanoi.

Part of the Hanoi Transport Infrastructure Master Plan through 2030, with a vision to 2050, approved by the Prime Minister, the interchange project between Ring Road No. 3.5 and Thang Long Boulevard has a total investment of over VND 2.384 trillion .

The Thang Long joint venture, consisting of VINACONEX (Vietnam Construction and Import-Export Corporation), Trung Chính Trading and Construction Co., Ltd., Vietnam Infrastructure Consultant and Investment JSC, Truong Son Consulting JSC, and VTCO Investment Co., Ltd., won the bid to execute Package No. 28. This includes construction design (with Building Information Modeling - BIM) and implementation of the entire transportation, technical infrastructure, procurement, and equipment installation work. This is the main and most important package in the contract, valued at VND 1.62 trillion.

The interchange will feature turbine ramps combined with a direct tunnel. The tunnel runs along from Le Trong Tan Street to National Highway No. 32, aligned with the centerline of Le Trong Tan Street. It will have four lanes, with a total length of 975 meters. The section running beneath Thang Long Boulevard will have a closed tunnel of 150 meters. On Le Trong Tan Street side, an open tunnel will stretch 157.5 meters, with a retaining wall 220 meters long. 

On National Highway No.32 side, an open tunnel is also 157.5 meters long, with a retaining wall totaling 200 meters. The turbine bridge will consist of pre-stressed reinforced concrete ramp sections, measuring 2,357 meters in total across four ramps, each 8.8 meters wide with two lanes. The total length of the reinforced concrete retaining walls is 619 meters

At the event, the contractor representatives expressed honor in contributing to such an important project for the capital, pledging their utmost determination to complete the project on time, ensuring the highest standards of quality and safety, and making a meaningful contribution to improving the transportation infrastructure and driving the socio-economic development of Hanoi.
