On April 17 & 18, 2023 in Hanoi, Vietnam Construction and Import-Export Joint Stock Corporation – Vinaconex held its 6th Trade Union Congress of the term of 2023 - 2028 (The Upper-Level Trade Union Congress of Vietnam National Union of Building Workers). Mr. Nguyen Dinh Khang, Members of the Party Central Committee, Secretary of the Party Union, President of the Vietnam General Confederation of Labor, attended and chaired the Congress.

The Congress was also honored to welcome the former Presidents of Vinaconex’s Trade Union, and 129 elite delegates convened from trade unions at grassroot level under the Corporation.
The Trade Union Congress of Vinaconex Corporation for the term 2023-2028 is the Upper-Level Trade Union Congress of Vietnam National Union of Building Workers. The congress reviewed and evaluated the outcomes of labor movements and trade union activities throughout the term 2018-2023, and set out objectives and tasks for the tenure 2023-2028.
Accordingly, the tenure of 2018-2023 was a tough time for both the construction industry and Vinaconex. When state shareholders made divestment from Vinaconex at the end of 2018, the union members and employees were somehow wavering. In such situation, the Corporation's Trade Union actively propagated and encouraged employees to believe in the reliability of the corporate restructuring policy; carried out various activities contributing positively to the Corporation's production and business activities; actively worked with the government and authorities to effectively implement the Covid-19 epidemic prevention and control programs; timely supported affected trade union members and employees, fulfilled social responsibility. As a result, Vinaconex has maintained stability while preparing for the development in the next stage.
Regarding the objectives and tasks in the term 2023-2028, Vinaconex’s Trade Union would continue to closely follow the resolution of the Corporation's Party Committee in the term 2020 - 2025, striving to fulfill development goals, enhancing the Corporation to be the leading economic corporation in Vietnam and in the region, and focusing on three main areas: construction, real estate, and financial investment. Accordingly, the overall objective that Vinaconex’s Trade Union set out to the entire trade union system in the period of 2023 to 2028 is “Innovation - Democracy - Solidarity – Development”; be creative and innovative; provide union members and employees with practical care and support; and actively assist and contribute to Vinaconex’s growth.
Along with specialized units, the Corporation's Trade Union has actively adopted measures that improve operational efficiency, ensure jobs, and increase incomes for union members and employees. It has also taken part in the formulation of internal labor regulations, salary, and bonus policies as prescribed by law, as well as supervised their proper and adequate implementation. Besides, Vinaconex’s Trade Union has worked with Corporation's leader in promoting and implementing democracy regulations at the grassroots level while also holding labor conferences practically and effectively. Focusing on enhancing the quality of dialogues at the workplace to quickly settle issues related to the rights and obligations of union members and employees, making sure to balance the benefits of the Corporation and employees, etc.
Appreciating the efforts of the Corporation's Trade Union in the past, the Vietnam General Confederation of Labor decided to award Vinaconex the Emulation Flag of the outstanding unit in the labor movements and trade union activities in 2022. Six (6) individuals with excellent achievements in the labor movement and trade union activities in 2022 are also awarded the Certificates of Merit. Vietnam National Union of Building Workers awarded the Emulation Flag of excellent performance unit in 2022 to the Trade Union of Ly Thai To Primary School
The Congress elected the 6th Executive Committee of the Corporation's Trade Union (tenure 2023-2028) consisting of 15 comrades; and elected the Corporation’s trade union delegation consisting of seven (7) official delegates and one (1) alternate delegate to attend the 14th Congress of Vietnam National Union of Building Workers.
In the first meeting session, the 6th Executive Committee chose a Standing Committee of 5 members and an Inspection Committee of 5 members. Comrade Nguyen Manh Cuong was re-elected as President of the Corporation's Trade Union. Comrades Nguyen Hai Lam and Nguyen Quoc Huy are Vice Presidents of the Corporation's Trade Union. Comrade Vu Van Manh was re-elected as Head of the Inspection Committee of the Corporation's Trade Union.
On behalf of the Corporation’s Board of Directors, Mr. Dao Ngoc Thanh - Secretary of the Party Committee, Chairman of BOD congratulated the achievements of the Corporation's Trade Union and requested the Trade Union, union members, and employees of Vinaconex to accompany the Corporation in pursuing the goals in the coming years, to celebrate the 35th anniversary of the Corporation's establishment as well as contribute more in the national development.
In her remarks in the Congress, Comrade Nguyen Thi Thuy Le, President of VNUBW praised, and highly appreciated the innovation and creativity of the Corporation's Trade Union that helped accomplish the successes in the previous term; she thanked the leaders of Vinaconex and its member units for paying special attention to and facilitating the task implementation for the trade union; at the same time, she noted that in the next 5 years, the activities of trade unions in the construction industry in general and the Corporation in particular would have particular advantages and obstacles that require the Corporation's Trade Union to focus, which were:
(1) Effectively implement Resolution no. 20 of the Party Central Committee on continuing to strengthen the Vietnamese working class in the period of accelerating national industrialization and modernization, with a focus on enhancing workers’ educational and professional qualities, improving the workforce quality of each meamber unit and the Corporation;
(2) The grassroots trade unions actively collaborates with unit leaders to find solutions to deal with problems, advance production and business development, settle compensation and benefits policy for employees, minimize salary delays, salary debt, and social insurance deductions, improving working conditions and well-being for employees.
(3) Keep improving propaganda efficiency, renewing patriotic emulation movements, identifying emulation as both the driving force, the aspiring objective of each collective and individual, as well as the critical solutions for completing the tasks of each member unit and the entire Corporation. Besides, emulation serves as the basis for improving employees' well-being and working conditions, particularly focusing on exploring and replicating the business model innovation that can create an enterprise's competitive advantage and enhance its performance.
(4) Further training and fostering the trade union members, particularly trade unions at grassroots levels, forming the qualified team to fulfill the tasks in the next term and uphold the spirit of responsibility of the upper-level trade unions towards the lower-level ones and of trade unions for union members and employees.
On behalf of the Executive Committee of the 6th Trade Union (tenure of 2023 - 2028), Mr. Nguyen Manh Cuong, Standing Member of VNUBW, President of the Corporation’s Trade Union delivered a speech receiving the comments from the leaders and committed to the Executive Committee of the Corporation’s Trade Union to make the best effort to strengthen and develop the Trade Unions across the Corporation, fulfilling the tasks and Resolution set forth b General Assembly, contributing to the advancement of employees' position, developing Vinaconex Trade Union into a model of trade union activity and organization among non-state enterprises.
