PRELIMINARY REVIEW ON PACKAGES EMULATION AT RING ROAD No. 4 AND LONG THANH INTERNATIONAL AIRPORT PROJECTS
In celebration of the 36th anniversary of establishment and with a strong commitment to completing key national projects ahead of schedule, VINACONEX held a preliminary review on Package Emulation at the Ring Road 4 of the Capital Region and Long Thanh International Airport Construction Investment Project on the morning of September 24, 2024. Party Secretary and Chairman of the Strategy Council, Dao Ngoc Thanh, attended the event and deliverd a keynote speech.
Also in attendance were Chairman of the Board of Directors Nguyen Huu Toi, Deputy General Directors Nguyen Khac Hai and Tran Dinh Tuan, Deputy Secretary of the Corporation's Party Committee and President of the Trade Union Nguyen Manh Cuong, Director of Human Resources and Permanent Member of the Corporation's Emulation and Commendation Council Nguyen Quoc Huy, Secretary of the Corporation's Youth Union Hoang Thieu Bao, and leaders from various functional departments and representatives from the construction units involved in the projects
Deputy General Director Nguyen Khac Hai, speaking on behalf of the Corporation's Board of Directors, provided an update on the recent construction progress. Despite challenges of price fluctuations, material shortages, and extreme weather, the Executive Boards have made efforts to ensure safe, high-quality construction, surpassing the project’s timeline and earning high praise from both the investor and partners
In Package 09/TP2 – XL of the Capital Region Ring Road 4 project, the Thang Long Project Management Unit has maintained a rigorous approach to managing material preparation, extraction, transportation, and construction to ensure timely progress on the roadbed, securing 220,000 out of the required 472,000 m3 of graded aggregate base to meet demands across three construction sites. For the Asphalt Concrete, which is a substantial component of the project with a total volume of nearly 300,000 tons, Thang Long PMU has completed material sourcing, finalized the mix design, and signed contracts with manufacturers. Construction is set to begin in early October 2024, adhering to the project timeline
The project has reached outputs and revenues of 558.3 billion VND and 364.7 billion VND, respectively—surpassing the planned targets at 101.3% and 101.4%
Meanwhile, the Long Thanh International Airport, a critical national infrastructure project, is progressing with precision and care under close supervision from project leaders. The construction unit became the first to complete the topping-out work of package no. 5.10, ensuring its strength and safety. Following this, on August 22, 2023, they successfully erected the roof steel structure, earning widespread praise from the investor, consultants and partners. This key item, representing around 10% of the contract value and involving around 36,000 tons of materials, has been executed with high technical precision by Vinaconex at every stage, from design to processing and installation
Results

- The Thang Long PMU is involved in the construction of Package No. 5.10, the most substantial and complex in Phase 1, with the longest timeline. VINACONEX is responsible for the terminal’s east wing and part of the central area.
Output and revenue have reached VND 709.9 billion and VND 505.6 billion, achieving 100.27% and 100.12% of the plan, respectively.
- The PMU No. 1 handled the construction of Package No. 4.6, which covers a large area and requires advanced technical skills, especially for concrete work. PMU No. 1 and Executive Board achieved VND 342.79 billion in output and VND 250.93 billion in revenue, meeting 91% and 104.15% of the planned targets
- VIMECO JSC. participated in the construction of packages No. 3.4, 4.6, 5.10 and concrete mixing station, with an output of VND 735.05 billion and revenue of VND 628.3 billion, equal to 104.35% and 102.13% of the planned goals.
- VINACONEX 25 JSC, working on Package No. 5.10, achieved VND 234.74 billion in output and VND 200.09 billion in revenue, completing 92% and 96% of their respective targets
- The PMU No. 2, in charge of constructing the Headquarters of Long Thanh International Airport Border Gate Police (phase 1), also exceeded its targets with an output of VND 135 billion and revenue of VND 96.78 billion, reaching 142.1% and 144.45% of the planned goals
With the motto ‘Productivity - Quality - Efficiency,’ the focus on worker welfare remains a top priority alongside the emulation to excel in project execution. The Management Board, in close coordination with relevant units, ensures the provision of protective gear, sunshades, and other safety equipment, maintaining optimal conditions for workers' living, dining, and working environments, while also implementing policies related to wages, meal allowances, and bonuses, which motivates and encourages employees to complete their assigned tasks with enthusiasm and dedication
In his remarks, Chairman of the Strategy Council Dao Ngoc Thanh praised the employees for their efforts in overcoming challenges to ensure the safety, quality, and timely completion of critical projects. He encouraged them to continue their hard work, particularly on key projects like Ring Road 4 and Long Thanh International Airport, which would pave the way for VINACONEX to take on even more ambitious projects in the future
Based on the implementation results of the emulation, Director of Human Resources and Permanent Member of the Corporation's Emulation and Commendation Council Nguyen Quoc Huy announced the decisions on rewarding units with exceptional achievements in the Ring Road 4 Project and Long Thanh International Airport Project

The Corporation’s Trade Union issued a Resolution on commendation to honor the excellent units in the preliminary emulation round at the Ring Road 4 project and the Long Thanh International Airport Project
A formal review of the project emulation is planned for December 31, 2024
