THE 7TH VINACONEX TRADE UNION CONGRESS FOR THE 2025-2030 TERM CONCLUDED SUCCESSFULLY
On November 27-28, the 7th VINACONEX Trade Union Congress was held under the theme “Unity - Democracy - Discipline - Innovation - Development.” The Congress was attended and guided by Mr. Pham Hoai Phuong, Member of the Party Committee of the Ministry of Construction, Member of the Executive Committee of the Vietnam General Confederation of Labour, and Chairman of the National Union of Building Wokers.
Representing VINACONEX was Mr. Nguyen Huu Toi, Party Secretary and Chairman of the Board of Directors; Mr. Nguyen Xuan Dong, General Director; along with members of the Standing Committee of the Party Committee, the Board of Directors, and the Board of Management.
Also attending the Congress were representatives of the VINACONEX Youth Union; leaders of functional departments at the Corporation’s head office; representatives of Party Committees, Boards of Directors, and Boards of Management of member units across the VINACONEX system; and former Chairpersons of the Corporation’s Trade Union.
Notably, the Congress welcomed 128 official delegates representing nearly 4,000 employees and workers across the entire VINACONEX system.

Mr. Pham Hoai Phuong, Chairman of the Vietnam Construction Trade Union, and Mr. Nguyen Huu Toi, Party Secretary and Chairman of the Board of Directors, attended and delivered guidance at the Congress.
The Congress also had the presence of Mr. Nguyen Xuan Dong, Member of the Board of Directors, former Chairpersons of the VINACONEX Trade Union, and all 128 official delegates representing the Corporation’s workforce.

Mr. Nguyen Manh Cuong, President of the VINACONEX Trade Union for the 6th term, delivered the opening address.
Mr. Nguyen Hai Lam, Vice President of the VINACONEX Trade Union for the 6th term, reported on the outcomes of the first working session held on November 27, 2025.
Mr. Nguyen Quoc Huy, Vice President of the VINACONEX Trade Union for the 6th term, presented the orientation and key tasks of the Union for the 7th term (2025-2030).
During the 2023-2025 term, the VINACONEX Trade Union proactively fulfilled its representative role to safeguard the legitimate rights and interests of employees; working with the Corporation’s leadership and management teams across member units to review salary regulations, internal labor rules, collective bargaining agreements, and grassroots democracy regulations, while closely monitoring compliance with labor laws and policies affecting union members; launching labor emulation movements, enhancing employee welfare, providing timely support to workers facing hardship, and placing strong emphasis on occupational safety and health throughout the entire system.
Mr. Pham Hoai Phuong, Member of the Party Committee of the Ministry of Construction, Executive Committee Member of the Vietnam General Confederation of Labour, and Chairman of the National Union of Building Workers, delivered guidance, calling on the VINACONEX Trade Union to continue proactively coordinating with the enterprise, strengthening its representative role, promoting patriotic labor movements, and building a professional, capable, and resilient trade union workforce.
He commended the VINACONEX Trade Union for its notable achievements during the past term, particularly in employee welfare, labor movements, and in fostering the image of a strong, humane, and socially responsible enterprise - an exemplary organization within the non-state enterprise sector.
Chairman Nguyen Huu Toi encouraged the Trade Union to further innovate, accompany corporate leadership in professional development initiatives, preserve corporate values, build a professional workplace, attract high-quality human resources, and contribute even more significantly to the Corporation’s sustainable growth.
Speaking on behalf of VINACONEX leadership, Mr. Nguyen Huu Toi, Party Secretary and Chairman of the Board of Directors, acknowledged the Trade Union’s close partnership throughout the Corporation’s reform and restructuring process. He emphasized its role as a vital bridge between management and employees, contributing to a stable, cohesive working environment and the continued strengthening of VINACONEX’s corporate culture.

In particular, Mr. Nguyen Manh Cuong, President of the VINACONEX Trade Union for the 6th term, was presented with a Certificate of Merit from the National Union of Building Workers in recognition of his outstanding leadership in labor emulation movements and his contributions to strengthening trade union operations in 2025. He was also commended by VINACONEX for his meaningful contributions to business performance and the cultivation of the Corporation’s corporate culture.

The Congress then elected the 7th Executive Committee of the VINACONEX Trade Union (2025-2030), comprising 15 members. Mr. Nguyen Quoc Huy, Vice President of the previous term, was elected President of the Trade Union. Mr. Nguyen Hai Lam and Mr. Hoang Thieu Bao were elected Vice Presidents.

In his inaugural remarks, Mr. Nguyen Quoc Huy affirmed that the new Executive Committee would continue to uphold the spirit of “Unity - Democracy - Discipline - Innovation - Development,” strive to further enhance the effectiveness of trade union activities, strengthen employee care, and work closely with corporate leadership to build VINACONEX into a “happy enterprise”, where every employee can contribute, grow, and take pride in being part of the VINACONEX family.
Mr. Nguyen Quoc Huy, President of the VINACONEX Trade Union for the 2025-2030 term, thanked the Congress and corporate leadership for their trust and affirmed the new Executive Committee’s commitment to improving trade union effectiveness and employee well-being.
After two days of focused, responsible proceedings, the 7th Congress of the VINACONEX Trade Union (2025-2030 term) concluded successfully, generating renewed momentum and laying a solid foundation for the entire system to fulfill the objectives of the new term.
