VINACONEX ASSUMES OWNERSHIP FROM SCIC AT VIWASEEN, EXPANDING INVESTMENT IN WATER INFRASTRUCTURE AND ENVIRONMENTAL TREATMENT

On December 8, 2025, at the headquarters of Vietnam Water and Environment Investment Corporation (VIWASEEN), the Ownership Transfer Conference between the State Capital Investment Corporation (SCIC) and Vietnam Construction and Import–Export Joint Stock Corporation (VINACONEX) was held in a formal atmosphere marked by consensus and mutual trust.

The event marked a strategic milestone for VINACONEX as it expands its investment portfolio into water infrastructure and environmental treatment, reaffirming the commitment to sustainable development and corporate social responsibility.

Attendees included:

  • Representing SCIC was Mr. Nguyen Anh Tung, Head of Investment Division I, along with members of the SCIC delegation.

  • Representing VINACONEX were Mr. Nguyen Huu Toi, Party Secretary and Chairman of the Board of Directors; Mr. Duong Van Mau, Deputy Party Secretary and Standing Deputy General Director; Ms. Nguyen Thi Quynh Trang, Deputy General Director and Chief Financial Officer; leaders of functional departments and member units of the Corporation.

  • Representing VIWASEEN were Mr. Ngo Van Dung, Party Secretary, Board Member, and General Director; Mr. Le Minh Duc, Deputy Party Secretary and Chairman of the Board of Directors; members of the BOD, Board of Supervisors, Board of Management; key executives of the Corporation; and Chairpersons and General Directors (Directors) of subsidiaries in which VIWASEEN holds controlling stakes.

Speaking at the conference, Mr. Nguyen Anh Tung, Head of Investment Division I and representative of SCIC, affirmed that the transfer of ownership to VINACONEX is in line with the Government’s policy on restructuring state-owned enterprises, improving capital efficiency, and encouraging greater participation of the private sector in industries with strong growth potential. SCIC considered that VINACONEX, with its long-standing development history, strong governance capacity, financial foundation, and ecosystem, will accompany VIWASEEN in advancing to a new stage of development.

Representing VINACONEX, Mr. Nguyen Huu Toi, Party Secretary and Chairman of the Board of Directors, stated that the acquisition of VIWASEEN is a strategic step in expanding the VINACONEX ecosystem, particularly in the fields of water supply, drainage, and environmental treatment. He emphasized that VIWASEEN is an important piece that enhances overall capacity, strengthens the value chain, and aligns with VINACONEX’s commitment to sustainable development and corporate social responsibility. VINACONEX will facilitate finance, governance, technology, and market access to enable VIWASEEN to fully unlock its potential, achieve strong growth, and make meaningful contributions to shared development goals. At the same time, VINACONEX respects VIWASEEN’s existing core values and corporate culture, while committing to innovation and standardization in line with VINACONEX’s advanced governance model.

Deputy Party Secretary and Permanent Deputy General Director of VINACONEX Duong Van Mau, congratulated VIWASEEN on officially becoming a member of the VINACONEX family and expected a new phase of development.

In his remarks, Mr. Le Minh Duc, Deputy Party Secretary and Chairman of the Board of Directors of VIWASEEN, noted that restructuring is an inevitable requirement for enhancing the company’s competitiveness. He emphasized that the Board of Directors will work closely with the Executive Board to carry out comprehensive restructuring across the organizational structure, finance, governance, and operations, aiming to create a streamlined, transparent, and efficient model that enables VIWASEEN to integrate quickly into the VINACONEX ecosystem.

Mr. Ngo Van Dung, Party Secretary, Member of the Board of Directors, and General Director of VIWASEEN, also expressed confidence that with VINACONEX’s support in resources, experience, and project ecosystem, VIWASEEN will achieve stronger growth in water infrastructure, environmental treatment, and civil industrial construction - key sectors essential to Vietnam’s sustainable development.

Following the ownership transfer ceremony, VIWASEEN formally held a ceremony to announce the appointment of the new General Director. Ms. Nguyen Thi Quynh Trang, Deputy General Director and Chief Financial Officer of VINACONEX, was officially appointed as General Director of VIWASEEN.

Ms. Nguyen Thi Quynh Trang, Deputy General Director, Chief Financial Officer of VINACONEX, newly appointed VIWASEEN’s General Director, delivered her inaugural address.

Ms. Nguyen Thi Quynh Trang affirmed her commitment to implementing a comprehensive, streamlined, and effective restructuring roadmap for VIWASEEN, aimed at enhancing governance capacity, operational efficiency, and ensuring a balanced alignment of interests among shareholders, employees, and the enterprise. She emphasized the importance of fostering a professional and humane working environment that enables employees to contribute with dedication, fully leverage their capabilities. Building on this foundation, VIWASEEN is expected to accelerate growth in water infrastructure, environmental treatment, and other core business areas, while maximizing its role within the VINACONEX ecosystem and contributing meaningfully to both corporate development and national construction efforts.

The acquisition of VIWASEEN further underscores VINACONEX’s strategic direction to expand its value chain, enhance specialized expertise, and strengthen its integrated capabilities in construction, design, and equipment supply; thereby completing its construction and investment ecosystem in the new development phase.

Notably, by taking ownership of an enterprise operating in water infrastructure and environmental services, VINACONEX reaffirms its commitment to sustainable development and corporate social responsibility, contributing to improved water quality, upgraded environmental infrastructure, and solutions to urban challenges, while working alongside the State and communities toward green and sustainable growth goals.
