On May 12, 2025, in Thai Binh province, Prime Minister Pham Minh Chinh issued the groundbreaking order for the Ninh Binh – Hai Phong expressway project, section passing through Nam Dinh and Thai Binh provinces, under the public-private partnership (PPP) model. VINACONEX is honored to be selected as a key contrator in the project.
The groundbreaking ceremony was attended by Mr. Tran Quoc Vuong, former Politburo Member and former Standing Secretary of the Party Central Committee; Central Party Committee Members: Minister of Construction Tran Hong Minh, Deputy Head of the Central Propaganda and Mass Mobilization Commission Ngo Dong Hai, Secretary of Hung Yen Provincial Party Committee Nguyen Huu Nghia, leaders from central ministries, sectors, Thai Binh province, and local authorities.
Representing VINACONEX, the ceremony saw the presence of Mr. Nguyen Huu Toi, Chairman of the Board of Directors of the Corporation; Mr. Pham Thai Duong, Director of Project Management Board No.1, along with the project staff.
PM Pham Minh Chinh, along with the leaders of ministries, sectors, and localities, performed the groundbreaking ceremony for the Ninh Binh – Hai Phong expressway construction project.An overview of the groundbreaking ceremony PM Chinh proposed shortening the timeline and striving to complete the expressway project through Nam Dinh and Thai Binh at least six months ahead of schedule, aiming for completion in 2026.
In his speech at the ceremony, PM Pham Minh Chinh emphasized: “The Ninh Binh – Hai Phong expressway is a strategic traffic axis, creating momentum for regional development, promoting industrialization and modernization, effectively utilizing land potential, and enhancing national competitiveness.” The project will not only connect the provinces of the South Red River, the North Central region with the national ports and international airports but also open up new development space for the Northern coastal area.
The project has a total investment of nearly VND 20,000 billion, with a 4-lane design, a speed limit of 120 km/h, and a total length of approximately 60.9 km. The Nam Dinh section spans 27.6 km, while the Thai Binh section covers 33.3 km. The project is expected to be completed by 2027 and operational by 2028.

This is the first highway construction project assigned by the Government to the Thai Binh Provincial People's Committee as the authorized government body for implementation. The investment includes GELEXIMCO Group, VINACONEX, Phuong Thanh Transport Construction and Investment JSC, Nam Son Trading and Construction JSC, and Hoang Cau Investment and Infrastructure Construction JSC, which have been honored to implement the project.
